Es necesario interrogarse normativamente si la cooperación China-ALC (CCH-ALC) contribuye a un mejor balance de sustentabilidad social de los cooperantes; dados contextos de desarrollo abierto y capitalismo global. La pregunta a responder asociativamente es: ¿Para qué cooperar con China? Para ello, es pertinente evaluar sobre principios éticos pertinentes el impacto social de las políticas de cooperación, morigerar el pragmatismo funcional inercial, y, promover una ciudadanía internacionalizada; que ostente la soberanía democrática en cada sociedad cooperante. La pregunta a responder asociativamente es: ¿Para qué cooperar con China? Para ello, es pertinente evaluar sobre principios éticos pertinentes el impacto social de las políticas de cooperación, morigerar el pragmatismo funcional inercial, y, promover una ciudadanía internacionalizada; que ostente la soberanía democrática en cada sociedad cooperante. Se sugiere diseñar políticas de CCH-ALC, acotadas históricamente a la compatibilidad de proyectos de sociedad; con la finalidad de no perder, o peor aún ceder, el control soberano del futuro posible y querible. Concluimos que la CCH-ALC siempre será desigual, inconclusa y riesgosa pero que, al menos por ahora, parece imponerse como una inevitabilidad histórica. It is necessary to ask, according to the norm, if the cooperation China-LAC contributes to a better balance of social sustainability; given the context of open development and global capitalism. The question to be asked associatively is: Why to cooperate with China. For that, it is pertinent to evaluate, on pertinent ethics principles, the social impact of the cooperation policies, to reduce the inertial functional pragmatism, and, to promote an internationalized citizenship that shows the democratic sovereignty of each society. It is suggested to design the cooperation policies between China-LAC to taking into account the historical compatibility of society projects; with the purpose of not losing, or worse still to give, the sovereign control of the possible and ethical desired future. We conclude that the China-LAC Sino-LAC will always be unequal, unconcluded and risky but, at least currently, it seems to be imposed as an historical inevitability.
