El estudio identifica y analiza las normas sobre uso del territorio en Chile, concluyendo que estas carecen de la coherencia, armonía y plenitud necesarias como para ser denominadas “sistema de ordenamiento territorial”, lo que genera efectos negativos en el desarrollo del turismo. En este contexto, la nueva Ley de Turismo estableció la figura de las zonas de interés turístico (zoit), asociada a débiles mecanismos a través de los cuales se concretaría la pretensión de ordenación del territorio. No obstante sus ventajas, particularmente la prioridad de estos territorios para la atracción de inversión pública, se critica la primacía de otros intereses sobre el interés turístico y no solucionar los problemas endémicos de incoherencia y descoor...
