Una pregunta central de los estudios de políticas públicas ha sido ¿quién es y qué hace el analista de políticas? La literatura general­mente aborda asuntos como las diferencias epistemológicas entre analistas racionalistas y pospositivistas, tipos de analistas, habilidades y herramientas metodológicas de los analistas, entre otros aspectos. A pesar de toda esta pro­ducción académica, hoy nos seguimos hacien­do esta pregunta, ya que las políticas cambian y los roles de los analistas también. Policy analyst in development of political capacities of governments for public policies
Una pregunta central de los estudios de políticas públicas ha sido ¿quién es y qué hace el analista de políticas? La literatura general­mente aborda asuntos como las diferencias epistemológicas entre analistas racionalistas y pospositivistas, tipos de analistas, habilidades y herramientas metodológicas de los analistas, entre otros aspectos. A pesar de toda esta pro­ducción académica, hoy nos seguimos hacien­do esta pregunta, ya que las políticas cambian y los roles de los analistas también. Este artículo tiene como objetivo reflexionar sobre el apor­te del analista de políticas en la asesoría para el desarrollo de cuatro tipos de capacidades políticas de los gobiernos en el marco de las políticas públicas: persuasión, deliberación, negociación y colaboración. Sobre cada capa­cidad se analiza el perfil del analista, el tipo de asesoría, el objetivo de cada capacidad política, las herramientas e instancias para la asesoría, las fuentes de la teoría, las relaciones interdiscipli­nares necesarias, y, finalmente, algunos riesgos de la asesoría que el analista debe evitar.
A central question of policy studies has been: ¿who is and what the policy analyst do? Lite-rature analyze issues such as epistemological differences between rationalist and post-pos­itivist analysts, types of analysts, skills and methodological tools for policy analysts, and others. In spite of all this academic production, today we keep asking this question, since the policies change and the roles of the analysts too. The objective of this article is reflect about contribution of the policy analyst in advising on development of four government’s political capacities for public policies: persuasion, de­liberation, negotiation and collaboration. The profile of the analyst, the type of advice, the objective of each political capacity, the tools and instances for advice, the sources of theory, the necessary interdisciplinary relations, and fi­nally, some risks that the analyst should avoid, are analyzed on each capacity.
