Sumario:

La reforma recientemente aprobada del artículo 49 de la Constitución Política de Colombia, por medio de la cual se prohíbe el porte y consumo de sustancias estupefacientes y psicotrópicas y se establecen medidas administrativas para el tratamiento de consumidores de estas sustancias, abre la discusión sobre la diferencia entre consumo y adicción, así como sobre los objetivos y modelos de manejo y tratamiento de estas condiciones. Este artículo aporta elementos a esa discusión, a la luz de hallazgos recientes tanto de la neurociencia como de las ciencias sociales acerca del consumo y trastornos relacionados con sustancias psicoactivas, y ofrece pautas para la reglamentación legal de la nueva disposición constitucional colombiana....
