Sumario:

La smart city emerge como una propuesta para mejorar la administración de las ciudades prometiendo transformarlas en espacios para el desarrollo sostenible. En este contexto el presente artículo busca desarrollar una reflexión teórica sobre el discurso de la smart city desde dos corrientes: la tecnocrática, desde la cual se destacan los beneficios de adoptar el paradigma, y la crítica, en la cual se identifican ideas que cuestionan la adopción del concepto, incluso mostrando aspectos negativos. Los resultados señalan la necesidad de adoptar un enfoque sociotécnico con un mayor énfasis en la participación ciudadana y la interrelación de actores de la gobernanza, sin dejar de lado la injerencia que tendría la adopción de TIC. Esto se podría ver reflejado en la combinación de los aportes de ambas corrientes para así consolidar mejores formas de administrar las ciudades. Se concluye que ambas corrientes tienen puntos de vista valiosos para ser considerados por los interesados en el desarrollo de las ciudades.
description_eng The smart city emerges as a proposal to improve the administration of cities, promising to transform them into spaces for sustainable development. In this context, this article seeks to develop a theoretical reflection on the smart city discourse from two currents: the technocratic, from which the benefits of adopting the paradigm are highlighted, and the critical, in which the ideas that question the adoption of the concept are identified, even showing negative aspects. For this purpose, a qualitative approach of explanatory scope based on content analysis is used. The results indicate the need to adopt a socio-technical approach with greater emphasis on citizen participation and the interrelation of governance actors, without neglecting the interference that ICT adoption would have. This could be reflected in the combination of the contributions of both currents in order to consolidate better ways of managing cities. It is concluded that both currents have valuable points of view to be considered by those interested in the development of cities.

La smart city emerge como una propuesta para mejorar la administración de las ciudades prometiendo transformarlas en espacios para el desarrollo sostenible. En este contexto el presente artículo busca desarrollar una reflexión teórica sobre el discurso de la smart city desde dos corrientes: la tecnocrática, desde la cual se destacan los beneficios de adoptar el paradigma, y la crítica, en la cual se identifican ideas que cuestionan la adopción del concepto, incluso mostrando aspectos negativos. Para este fin se emplea un enfoque cualitativo de alcance explicativo basado en el análisis de contenido. Los resultados señalan la necesidad de adoptar un enfoque sociotécnico con un mayor énfasis en la participación ciudadana y la interrelación de actores de la gobernanza, sin dejar de lado la injerencia que tendría la adopción de TIC. Esto se podría ver reflejado en la combinación de los aportes de ambas corrientes para así consolidar mejores formas de administrar las ciudades. Se concluye que ambas corrientes tienen puntos de vista valiosos para ser considerados por los interesados en el desarrollo de las ciudades.

The smart city emerges as a proposal to improve the administration of cities, promising to transform them into spaces for sustainable development. In this context, this article seeks to develop a theoretical reflection on the smart city discourse from two currents: the technocratic, from which the benefits of adopting the paradigm are highlighted, and the critical, in which the ideas that question the adoption of the concept are identified, even showing negative aspects. For this purpose, a qualitative approach of explanatory scope based on content analysis is used. The results indicate the need to adopt a socio-technical approach with greater emphasis on citizen participation and the interrelation of governance actors, without neglecting the interference that ICT adoption would have. This could be reflected in the combination of the contributions of both currents in order to consolidate better ways of managing cities. It is concluded that both currents have valuable points of view to be considered by those interested in the development of cities.
