Compulsory Voting Fever in Latin America: Lessons for Colombia
América Latina concentra el mayor número de democracias que practican el voto obligatorio en el mundo. Sin embargo, son escasos los estudios empíricos sobre sus efectos en la región. Esta investigación evalúa el impacto que ha tenido el sufragio obligatorio sobre la participación electoral en los países latinoamericanos, en función de la gravedad de las sanciones aplicadas a los abstencionistas. Luego hace un análisis de los efectos que ha mostrado el voto obligatorio en la experiencia comparada sobre otras variables distintas del abstencionismo: la libertad individual, la calidad del voto, la brecha social en la participación electoral, la distribución del ingreso, la corrupción y la legitimidad del sistema democrático de gobierno. También problematiza la ambigüedad del debate normativo que rodea la discusión sobre la conveniencia de esta modalidad de voto para la democracia. Por último, presenta un resumen crítico de la pobreza argumentativa que ha caracterizado a las iniciativas legislativas que han intentado adoptar la obligatoriedad del voto en Colombia.
Latin America concentrates the largest number of democracies that practice compulsory voting in the world. However, empirical studies on its effects in the region are rare. This research evaluates the impact that compulsory suffrage has had on electoral participation in Latin American countries, depending on the severity of the sanctions applied to abstentionists. It then analyzes the effects that compulsory voting has shown in the comparative experience on variables other than voting turnout, such as individual freedom, the quality of the vote, the social gap in electoral participation, income distribution, corruption, and the legitimacy of the democratic system of government. It also addresses the ambiguity of the normative debate that surrounds the discussion about the convenience of mandatory voting for democracy. Finally, it presents a critical summary of the argumentative poverty that has characterized the legislative initiatives that have attempted to adopt compulsory voting in Colombia.
