La Red de Investigadores Científicos de América Latina y el Caribe (RED ICALC) surgió a partir de la visión compartida por el Dr. Félix Sixto Pilay Toala, de Ecuador, y el Dr. Andrés Ultreras Rodríguez, de México, quienes en junio de 2020 identificaron la necesidad imperiosa de establecer una red colaborativa dedicada a la investigación y divulgación científica en el mundo. Sin embargo, no fue sino hasta agosto de 2022 que se tomó la decisión de materializar esta iniciativa. En ese momento, se convocó a una reunión virtual con colegas investigadores para discutir el interés y la intención de fundar esta red.
